The invention discloses a motor controller which comprises an energy storage unit connected with a power battery through a high-voltage control switch, a detection module used for detecting the voltage of the energy storage unit, a low-voltage storage battery, a voltage conversion module used for converting stored high-voltage electricity into low-voltage electricity so as to charge the low-voltage storage battery, and a controller used for controlling the voltage conversion module to be started to actively discharge the energy storage unit when the motor controller is powered off and the voltage of the energy storage unit is higher than that of the low-voltage storage battery. By the adoption of the motor controller, the stored high-voltage electricity is converted into low-voltage electricity to charge the low-voltage storage battery, so that the active discharging purpose of the energy storage unit is achieved, energy is saved, and the safety of an electric automobile is better guaranteed. The invention further discloses the electric automobile.
