EFEKTIVITAS KEBIJAKAN PROGRAM PENGADAAN BIBIT BAWANGMERAH DI KABUPATEN BIMA (Studi: Di Kantor Dinas Pertaniandan horticultural Kabupaten Bima, NTB)

Efforts to tackle national food needs, as well as reducing poverty and unemployment are rampant in the area.With reference to the Act No. 18 of the year 2012 of foodstuff, Bima Regency Government issued a policy on national food security as an anticipative steps against the availability of food nationwide.These policies are government assistance to farmers group that has been passed by Department of agriculture through the local village chief SK.The mechanism of management of such assistance, referring to Decree No. Horticultural Ditjen.2017 29 years of technical management of Government assistance. This study uses descriptive research. This research uses descriptive and research using qualitative methods in order to analyze the procurement program policies about the effectiveness of seedling onion in Bima Government. as for the study on the take, i.e. The Department of Agriculture Office In Government. Production close to the results of the onion surplus by as much as 24.7%. does it mean that the policy is effective because it can increase the value of agricultural production, the onion.Thus, the success of that did not escape from a problem that could threaten the effectiveness of a policy, in the sense of the policy isn't right on target and not on time, as described below: The first is not right on target; still, there is acceptance that in doing by farmers outside of the legal group members in the set by the Department of agriculture with reference to the local village chief SK. Because on time with the target will threaten the effectiveness of a policy. And secondly the on time; the implementation of Division of seeds of onion in Bima doing in August-October, while the needs of farmers to farm in February-March. Means that the time interval for 5, and red onion only able to last a maximum of 3 months. What if the seeds are stored with the time set by the Government, then automatically the seeds will rot. it means that the Government in carrying out the duties and responsibilities is not optimal to realize an effective policy that in expect.That became a factor the inhibitoris the lack of ability of a productive human resources who can count on to carry out those policies based on auth and authority as well as responsible for the tasks in the mandate in the ACT.
