Analyzes the mission and perspectives of the National University of San Marcos from its relations with power and society, for this it addresses the Peruvian university reforms of the years 1571, 1861, 1866, 1876, 1901, 1902, 1920, 1928, 1931 , 1946 and the counter-reforms of 1925, 1928, 1930, 1935, 1941 and 1949. The books deepens in the institution of co-government of colonial roots and the scope of the University: it raises whether it should remain locked within the limits of its secular tradition, it must resign to her for the sake of immediate utilitarian services or must reconcile both extremes. He mentions that since the 1919 Reform, the National University of San Marcos tries to embrace the popular, but has not gone from a typical middle class university, tending more to the "lower middle class" than to the upper one.
