The invention relates to the technical fields of road safety and image processing, in particular to a road monitoring camera anti-shake device and method for compensating for swinging of a cantilever beam. Through arrangement of three key devices such as a revolving shaft, a first translation shaft and a second translation shaft in the device, a monitoring camera performs one-dimensional rotation by taking a direction vertical to a plane determined by the cantilever beam as an axis, and performs two-dimensional translation in the plane determined by the cantilever beam. An auxiliary camera is arranged, and an auxiliary target module is imaged to perform three-dimensional adjustment on the monitoring camera in combination with a trigonometric function principle, so that the location of the monitoring camera relative to an auxiliary target is kept constant; swinging of the cantilever beam caused by vibration and air current is compensated; location and angle changes of the road monitoring camera are reduced; image blurring is effectively suppressed; clear imaging is realized; and the realization of road network informatization and intellectualization are promoted.
