The current policy of Korean central and local governments toward food truck vending is to regulate as much as possible. The concept of food truck vending, however, is not identical with that of illegal behavior. Rather, it is required, in terms of local economy and resident welfare, to find a complementary alternative to command and control. The logical reason to choose food truck vending as an occupation in spite of such regulation is that food truck vending may be relatively easier to enter and more profitable than formal economic activities. Our local governments, therefore, are recommended to try to formalize food truck vending. These types of effort may include the registration and identification of food truck vending as American metropolitan governments issue licenses to food truck vendors. It is also recommended to take a more generous position to food truck vendors in extreme poverty for the purpose of welfare. The main point of the effective policy alternative is to reach a consensus of economic interests between food truck vendors and government.
