Advances in education are restricted by the economy on the one hand and, on the other, constitute a major factor for promoting the development of the economy. It is an objective law that education must be consistent with economic development if the forces of social production are to register rapid advances. Hence a major problem requiring an urgent solution is how to readjust the internal ratios of education so that the latter conforms with the requirements of the Four Modernizations. At the present time, a matter of top priority in readjusting the internal ratios of education is reforming the structure of secondary education.
