Sustainable development of new rural CMS from the perspective of expenses control

The paper discusses the factors that delayed sustainable development of the new rural CMS in rural areas of China from three aspects including the recipients Of health service,health care providers and the management institutions of the rural CMS.Suggestions for further development of the new CMS in rural areas are as follows: First,health service capacity of medical health center in rural areas should be promoted;Second,service behaviors of designated health care institutions should be regulated;Third,ways of paying medical expenses should be changed;Fourth,patients' improper behaviors of utilizing health service should be regulated;Last,rural medical insurance system should be promoted by law making and supervision.
