The present invention relates to an ethoxylated polyethyleneimine polymer, which is substantially constituted by the following: (a) a polyethyleneimine skeleton, (b) a polyoxyethylene chain, wherein the polyoxyethylene chains to polyethyleneimine backbone NH units each having an average of less than 1 to 40 ethylene oxide units, (3) the degree of quaternization of 50 to 100%.
