THE ENVIRONMENTAL RECOMMENDATIONS OF THE PUBLIC LAND LAW REVIEW COMMISSION AND THEIR IMPLEMENTATION

Everybody is for planning; but when we start talking about land use control to implement the planning, then you have a different kind of a problem. The land use decision-making process consists of thousands of unrelated, conflicting actions by government and by private developments. It is an almost impenetrable thicket of greed, ignorance, and timidity. Our lead-off speaker and I am not going to give all of the introductions, because you have those in your program book is Jerome C. Muys, of Washington, D.C., whom I have had the pleasure of working with for the last several years. In the past, he was Chief of the Legal Staff and Assistant General Counsel for the Public Land Law Review Commission. Some of you who live in the East may not realize the significance of the work of this Commission, which looked at the future of the federal public lands of this country, which comprise one-third of the land area of the United States. Mr. Muys is extremely qualified to enlighten us on the work and recommendations of the Commission.
