IDENTITY TRANSFORMATION OF LOCAL PRIMARY COMMUNITY BE SECONDARY IDENTITY OF URBAN PEOPLE OF LOCAL POLITICAL PERSPECTIVE IN PADANG CITY

There are two forms of local identity of the urban community, such as the primary identity as villagers and secondary identity as citizens. The failure of the community to develop a sectarian identity encourages the re-establishment of a prime local identity, the failure factor is caused by the dominance of one group over another and it happens in the cities in the highlands of Sumatra are the result of the division of the village. The following article describes the process of establishing the primary local identity of Pauh Kota Padang community after the expansion of the city of Padang in the 1980. The use of descriptive qualitative research method and phenomenology approach found that the implementation of Law no. 5/1979 on Village Governance eliminates the local identity of the Pauh community as a nagari, especially the Agrarian Law policy which facilitates the conversion of ulayat land status to private property. This tendency encourages the people of Pauh to urge the government to reinforce the customary institutions of the policies made by the Mayor Regulation into Local Regulations, Regional Regulations can strengthen customary institutions as social organizations of society separate from the authority of the Padang City Government. It is expected that from this policy change, there are ecological influences of political system consisting of environmental physiological, social, and cultural factors as a multidiplinary approach in influencing the policy formulated by Padang City Government KEYWORDS Local identity, political system ecology, sustainable development
