The method comprises the steps of: 1) crushing the construction wastes and passing the crushed construction wastes through a 1-2mm sieve to obtain the construction waste particles; 2) crushing the sodium carboxymethylcellulose and passing the crushed sodium carboxymethylcellulose through a 1-2mm sieve to obtain sodium carboxymethylcellulose powder; 3) adding water into the sodium carboxymethylcellulose powder and evenly mixing the sodium carboxymethylcellulose powder to obtain emulsion and heating the emulsion to 80-100 DEG C for reaction to form the emulsion liquid; and 4) evenly mixing the emulsion liquid with the construction waste particles.
