The present invention aims to provide an optical apparatus capable of effectively sealing the optical element without a special material or structure. In the optical device of the present invention, the sealing portion (50), the wiring sealing of the annular surrounding one or more optical elements (40) from the in-plane direction of the wiring board on the substrate (51), the sealing portion (51 while being filled in), having an internal filling portion for sealing one or more optical elements (40) and (52). Optical element (40) is a light-emitting device, light receiving device, an image sensor, X-rays sensor or power generation element. Seal portion (51) and inner filling (52) is obtained by curing the thermosetting resin. The light transmittance of the internal filling portion (52) is higher than the light transmittance of the sealing portion (51). Modulus of inner filling portion (52) is smaller than the elastic modulus of the sealing portion (51).
