Perpetual usufruct in Poland as a legal form of long-term use of state-owned land and communal land by other legal and natural persons. This law is related to the annual fees paid by the user perpetual, that the landowners are budget income. The aim of the analysis in this paper is an attempt to present the economic aspects of the right of perpetual usufruct by determining the share of budget income from annual fees and related conversion right of perpetual usufruct right of property in their own incomes of local government units based on selected cities and an indication of the profitability threshold for conversion rights user perpetual depending on the used period of perpetual usufruct, increases in land value and the discount rate of future fees.
