Moving From Military Intervention to Judicial Enforcement

The international framework to prevent and react to atrocity crimes needs to be backed by tools that will ensure compliance with the global rule of law. Under the current institutional arrangements, the absence of a legitimate and effective collective enforcement mechanism within the United Nations (UN) to manage threats to international peace and security resulting from the commission of atrocity crimes is matched by the lack of a standing mechanism dedicated to ensure compliance with the International Criminal Court (ICC) statute.
