s Currently, the use of renewable energy has been promoted in order to deal with global warming caused by anthropogenic CO2 emissions. Each renewable energy has each trait, so the choice of what is suitable for a geographical feature of a region is important. In Japan small hydropower should be more used, because Japan has rich rainfall and the geographical feature which suitable for small hydropower. However, compared to European countries, in spite of such good condition, the use of small hydropower has made little progress. Indeed many factors like the large initial investment and the complexity of the procedure for permissions and constructions, hider the progress. If so, there is a big difference between European countries and Japan in respect of the positiveness. This paper research the history of waterwheel using in the United Kingdom in order to uncover their attitudes and behavior for the use of renewable energy.
