ТЕОРЕТИКО-ЭКОНОМИЧЕСКОЕ ОБОСНОВАНИЕ КЛАСТЕРИЗАЦИИ ПРИРОДОПОЛЬЗОВАНИЯ В АВТОНОМНОЙ РЕСПУБЛИКЕ КРЫМ

The article is devoted to theoretical and economic feasibility of nature management clus­tering in the Autonomous Republic of the Crimea as well as to assessment of economic and envi­ronmental clustering preconditions, identification of potential economic and environmental clusters. The characteristic features of a cluster are high spatial concentration of participants, synergy effect of their interaction, presence of systematic development relations, competition and coopera­tion between the cluster members, and high level of innovative activity of cluster members focused on the development of competitive advantages. The feature presented in the conceptualcategorical system is consideration of a cluster as the unity of external, exogenous, and inner nature of economic relations and their properties. A clus­ter, as a special configuration of activity has a nat­ural system of self-organization and has a number of properties such as isolation, self-autonomy, dy­namics, self-organization, democracy. Interaction among economic and environmental clusters makes for the economic and environmental bene­fits from one cluster to another, increase of re­sources usage efficiency, increase of environmen­tal investment, reduction of nature usage transac­ tion costs. It has been proved that the basis for the efficiency of nature clustering is the sequence of cluster elements localization interaction in a measurable scale of economic relations transfor­mation. The paper shows that the spatial optimization of the economic complex of the Crimea should be based on evidence-based schemes of functional zoning with clusters, namely the territo­ry of priority development of recreational activity; protected areas with recreational activities, areas of intensive, organic farming production, zones of extensive agriculture with environmental restrictions; trade and service centers, transportation and communication areas and centers. It is clari­fied that the economicecological clustering used both for protection and restoration of natural resources, as well as optimization of economic ac­tivity is a perspective mechanism for integrated environmental economics.
