A control apparatus for an internal combustion engine which enables Zundzeitverzogerungssteuerung for warming up a catalyst device (20) and a speed feedback control by means of ignition timing for converging a rotation speed of the internal combustion engine (1) during a cold start to a target speed, comprising: means (30) for comparing a final ignition timing with a lower delay limit in the midst of performing the speed feedback control by means of ignition timing; and means (30) for changing the target speed in the speed feedback control by means of ignition timing on the basis of the result of comparing by the comparing means (30), wherein when a difference between a final ignition timing and the retard lower limit value exceeds a predetermined angle at a advance side as a result of comparing by the comparing means (30), the target rotational speed is reduced by a predetermined speed by the target engine speed changing means (30).
