The non-activated state configuration method comprises the steps of receiving auxiliary information sent by a user terminal when current data is transmitted; configuring the user terminal to enter a non-activated state after transmission of the current data is completed according to indication of the auxiliary information, wherein the user terminal stores second connection configuration in the transmission process of the current data at the non-activated state and has no data transmission operation; and storing first connection configuration in the transmission process of the current data. The technical scheme of the invention can improve the data transmission efficiency of user equipment.
