In Russia, after the collapse of the Soviet Union, there has been rapid and sharp growth rate of the economy. All this is accompanied by changes not only in the economic sphere of the country, but also in the social. In transient conditions, Russia is in the intensive development, but also in a state of anomie. Anomie – a state of society characterized by a disintegration and collapse of the norms on the part of population.The article also discusses the concept of "drug abuse" and "drug addiction" as one of the sides of deviant behavior on the part of population. Statistical analysis of the Tyumen region and the Russian Federation in the field of health and offenses related to substance use.The data applied sociological study which was conducted in the spring of 2013 as part of the project "Socio-cultural portrait of the Tyumen region."
