A Critique of Turbine Engine Development Policy

Abstract : A review is given of R and D procedures and funding practices with suggestions for upgrading performance in the development of turbine engines. Included in a wide ranging analysis of the R and D process are proposal for (1) better control and more funds for research and exploratory development, (2) limits to development toward model qualification of Advanced Turbine Engine Gas Generator (ATEGG) cores, (3) alteration of the current practice of demonostration engine tests in the advanced development stage by adopting commensurate precursor programs, (4) adequate wind tunnel and altitude testing to mitigate the likelihood of costly mismatches between engine and airframe in programs proceeding from advanced development to operational system development.
