The device comprises a signal generator, a control module, the LCD display module and an external storage module, wherein the external storage module comprises three external storage SRAMs, the three SRAMs are respectively connected with the control module, and the signal generator and the LCD display module are respectively connected with the control module. According to the device and method, conversion of any frame frequency can be achieved, the requirements for different resolutions are met, and meanwhile the image integrity can be guaranteed.
