A vehicle control system (1) is provided with a control device (6) capable of performing slip control for bringing a first clutch (9) into a released state to bring an internal combustion engine (7) into a non-operating state and bringing a second clutch (18) into a slip state to drive a rotary electric machine (10). When the internal combustion engine (7) is started to start a vehicle (2) while the slip control is being performed, the control device (6) performs first engagement control for bringing the first clutch (9) into an engaged state after bringing the second clutch (18) into an engaged state when a lock-up clutch (25) is in a non-engaged state, and performs second engagement control for bringing the second clutch (18) into the engaged state after bringing the first clutch (9) into the engaged state when the lock-up clutch (25) is in an engaged state. Consequently, the vehicle control system (1) and the control device (6) produce the effect of being able to start the internal combustion engine (7) and appropriately start the vehicle (2).
