Changing markets and emerging performers in Hawaii's ocean R&D industry

Between 1980 and 1991, revenues in Hawaii's ocean R & D industry grew rapidly from $20 million to $105 million. Beginning in 1992, revenues gradually declined to $87 million in 1995. The last four years represent a period of major policy shifts in U.S. national funding programs, and these have created considerable confusion and uncertainty in the primary marketplace for Hawaii's ocean R & D industry. The most significant trends and transitions in this time series are analyzed, and the importance of developing new international sources of funding is emphasized.
