SCADA (supervisory control and data acquisition) measurement information of a scheduling technology support system and phase measurement information of a WAMS (wide area measurement system) are fully utilized to build a hybrid measurement system, suspicious device parameters is estimated through multi-time sections, and identification accuracy of device parameters is improved.
