Pela transversalidade da questão social nas políticas públicas setoriais: um ensaio sobre as políticas públicas de turismo

This article attemps to draw a relationship between the initial and propositional theories of Social Issues and Public Policy on Tourism, and social inclusion by way of working in tourism and its main link. Through bibliographic review, thrown into the proposal to discuss the productive inclusion of how extremely necessary it is to develop tourism in the country – of which the focus is the inclusion of workers that a presupposes that to poverty alleviation is initiated by combating unemployment. Thus, this article presents a theoretical and methodological overview, based on Marxist dialectics, the following categories: State, Public Policy and Social Issues, and seeks to explore the relationship between tourism and fighting poverty, from an unorthodox economic view (ie, defender of the discretionary action of the State). Still, from these categories, we analyzed the 2007-2010 National Tourism Plan, seeking to unveil the contradictions between the social inclusion discourse, and the way its representation in National Tourism Plan.
