PROBLEM TO BE SOLVED: To prevent a single vehicle in front of a frame and after the frame from being erroneously recognized as different vehicles when detection of the vehicle is failed in a given frame.SOLUTION: A candidate extraction part 209 extracts, as an updating candidate, a character string similar to an update-target character string stored in a storage part 208 from among character strings output from a character string recognition part 202; and an update part 211 replaces the update-target character string with the updating candidate character string. Here, the character string stored in the storage part 208 is a character string extracted from the same vehicle by the character string recognition part 202.
