The populated areas linked to the small urban centers located in the Bogota savanna, which were formed to meet the needs of the small agricultural industry of the time, these centers expanded rapidly based on population growth, enveloping areas of agricultural use and leaving areas of cultivation of ornamental flowers immersed in the city. Now you can see how some crops are reluctant to leave their estates despite the new regulations of the territorial ordering plans. Some crops have chosen to move to areas far from urban centers in order to carry out housing projects and expand their infrastructure in less valued sectors and with greater availability of resources. The companies are bound to present and execute a closure, dismantling and abandonment plan in the face of the environmental authorities that considers everything necessary for its correct execution, from the mitigation of risks to the remediation of the environmental liabilities that may result from the activity of disassemble and abandonment or that have been left over from production activities. This plan will be evaluated by the competent authorities and must contemplate a variety of items to be endorsed, which is why this document arises as a result of bibliographic reviews of both technical and official documents, a guide for achieving a plan that includes all activities, its impacts and risks; all subject to be applied according with the own conditions of any floricultural project.
