The Incomprehensible Discomfort at Work in the Territorial Public Service

Based on a study conducted in the context of a convention between the Institute for Economic and Social Researches (ires) and the General Confederation for Work (cgt) this article addresses the way in which union work attempts to take into account the issue of discomfort at work in territorial civil service. Following a typology of discomforts felt by agents, the authors put forward the limited effectiveness of the Health and Safety Council (chs) actions in addressing the issue of health at work. This council stands as a reminder that health and safety issues must be dealt with according to identified procedures, although it does not constitute an appropriate space for debates where decision-making would take place in fine.
