Strategy Analysis of the Management of Natural Resources and the Urban-Heat Island Effect Using a Fuzzy Analytic Hierarchy Process in the Miaoli County of Taiwan

The purpose of this study is to construct a three hierarchical expert group decision evaluation model for assessing a sustainable community in the community of Miaoli City, Taiwan. In this study, a Fuzzy Analytic Hierarchy Process (FAHP) analysis technique has been applied to the natural resources and the urban-heat island effect (NRUHIE) management strategy of a community. The factors of air and water resources are the most important influences on the NRUHIE management strategy of a community. The global weight of the air quality impact of development is 0.1366, and is the most important sub-factor. The global weights of the average every person’s yearly consumption of water volume, beneficial ventilation of buildings, conservation area maintenance, surface water and groundwater resource protection, reduce surface water overflows, ecological theories of land utilization, and reduction of developed land areas are 0.1~0.05. The global weights of land and wall areas to green, low heat air aggregation allocation, and balcony and indoor to green, the increase of biodiversity in a multiplicity, and established rooftop gardens are 0.05~0.01.
