System Planning in West Development

This paper analyses the reasons of unbalanced development of East and West in China on the basis of new system economy, and finds out that the key factors for West development lies in its effective system planning. The central and local governments and enterprises should make innovations in system-making, including cultivating competitive market system,accelerating construction of basis facilities,strengthening environment protection,adjusting industrial structure,developing non-state-own economy in West,and accelerating enterprise system reform as well.
