This papermainly discusses what the western countries have done to deal with land allocation and coordinate the interests of the central government, localgovernment, local residents and development corporations. At last, the author gives brief summaries about the new town movement, which wouldprovide some implications for the springing urban constructions of Shanghai as well as other cities in China.
