The four generator units are fixed to the top face of the flexible floating fence. The bottom face of the flexible floating fence is connected with the four pulley devices. Each pulley device and one generator unit are arranged relatively. Each pulley device is connected with the corresponding generator unit through a transmission system. One end of each flexible cable is fixed to the pier. The middle of each flexible cable is wound around the corresponding pulley device, and the other end of each flexible cable is connected with a weight in a suspending mode.
