This study consists of three steps, namely identifying the current state of the schools, determining the strategy, and forming a roadmap of the strategy. The roadmap helped stakeholders in monitoring progress of each change management activity. The roadmap is divided into three categories based on the stakeholders involved, namely: school management, representative teachers, and all teachers.
