Development and the Rural Development Brokers During the Process of Development Intervention——A Case Study of Community Facilities Agricultural Development Project in Ningxia Hui Autonomous Region

This paper is exploring the practice process of the development brokers who agented the state-directed development.Through observing the process of the Hui nationality community facilities which was directed by government and agented by the village committees on the perspective of development brokers,it was found that,among the principal-agent mechanism included in the state-directed development project,the development brokers who embodied in the local cultural net,acquired the project through the informal process;implemented the plan by specific technology of power;and promoted the development identity of villager who are eager for modernization by local authority which also reproduced in the development process.Therefore,"owning local and specific environment knowledge",the agent actually plays a "navigator" role,the agent is the key to development practice.
