An executive project management approach to e-Government

In this paper, we describe the basic components of an IT system to plan, perform, monitor and measure Ministries' activities connected with the priorities of the Greek government's program. E-Government requires organisational transformation coupled with front-end and back-end IT systems. Particularly in Greece, reform of Greek Government through the establishment of Structure for the Coordination of the Government Work (SCGW) was coupled with a high-level Project Management IT system. This IT system, called MAZI, implements an ambitious abstracted project management model that identifies five up to seven hierarchical levels in describing activities in order to easily provide a holistic image of all Ministries' projects. The content of each record in the system is condensed, is related to others, is a part of an expanding ecosystem and participates in its evaluation.
