One of the interesting problems that arose from the Registration Scheme hinges on the definition of
a museum. Of those applications which were rejected, a significant proportion were deemed not to
be museums in the terms laid out in the Museums Association’s definition. For example, they may
have exhibitions but no collections, or collections with no exhibitions venue or programme.
