The invention particularly relates to a method and device for fixing a track plate and a cement emulsified asphalt slurry template, solving the problems of time and labor consuming, high cost, influences on insulativity of a concrete base steel bars and the durability of a concrete base. A screw rod is screwed on an insulation sleeve with the upper end face level with the upper surface of the concrete base, the lower end of the insulation sleeve is fixed to a lower end cover, and a cylindrical surface outside the insulation sleeve is in a thread shape and is fixed to an anti-skidding strip. The invention has the advantages of eliminating the drilling procedure on the surface of concrete, and saving the dismantling procedure of a later-stage preembedding member and the sealing procedure ofcavity grouting. The insulation sleeve can be used for the later-stage maintenance of the ballastless track; meanwhile, the pulling-resisting capacity and the skid resistance of the insulation sleeveand the insulativity of the concrete base are ensured.
