This article examines the role of law in the 1918 Manifesto and in current university life. It analyzes in particular the right to higher education, to science and culture and to real equality, in addition to tuition-free system and the principles of equity and university autonomy. The article also examines Higher Education Law and the World Bank's impact on Argentina's universities and all human rights involved. Finally, 2016 political reform at the National University of Cordoba is subject to scrutiny. Conclusions call for the incorporation of a human rights approach to higher education policy design.
