Специфіка формування національної моделі місцевого самоврядування в Україні: історичне минуле та сучасні реалії

In the research there is analysis of processes concerning Ukrainian pattern formation in the sphere of local government in the context of its historical development. There is an attempt, based on complex historical and political science analysis, aimed at creating periodization in formation of the main local government patterns in Ukraine. There is an opinion stating that Ukrainian local government has passed 6 stages in its development, and namely pattern of Kievan Rus, colonial pattern, nationalist pattern, Soviet pattern, pattern of Perestroika and modern hybrid pattern. It has been proved, that national pattern formation regarding self-governmental processes in Ukraine directly connected with political conjecture in the definite historical epoch. In the course of analysis it has been discovered, that history of forming national local government pattern of Ukraine substantially represented development of existing patterns of other states. Researches of local government are systematized as a political institution and a pattern of non-state management by political processes. There are criteria which are formed to distinguish the periods of local government forming in Ukraine, authenticity of which is proved by legal, historical and political research. Further development has been achieved in theoretical approach of national local government pattern formation (by M.Baymuratov, O.Khusnutdinov and others). It has been concluded, that specific character of national pattern development concerning local government depends not really on social and economic development of Ukraine, but significantly it depends on political advantages and conditions in domestic and foreign policy of our state.
