The Discourses of the States(Guoyu), regarded as a more detailed Spring and Autumn annals, is a historical miscellanea about persons, events, and sayings of eight states including Zhou, Lu, Qi, Jin, Zheng, Chu, Wu, and Yue states during the western Zhou dyanasty(11th century - 771 BC) and the Spring and Autumn period(770 - 476 BC). According to the different states, it was classified by Zhou yu, Lu yu, and so on, which totally called Guoyu. Among 21 volumes, the content of Guoyu is not just limited to that of Chunqiu, but recorded many important events of the Zhou dynasty and the Chunqiu period. The records of Guoyu are invaluable original historical materials, hence Sima Qian absorbed many historical materials from it as he wrote Shiji. The largest historical narratives of the fourth century B.C., show ments from all sections of the anthology being recited at interstate diplomatic meetings, indicating a universal circulation uninhibited by cultural differences across the Western Zhou states and Spring and Autumn period. Narrative of judging a man(zhiren) in The Discourses of the States are developed various theory about how to judge a man. These narrative of judging a man have irreplaceable literary function in The Discourses of the States.
