Primer proceso de regulación de las Casas Hogar (Centros de Asistencia Social) en el Estado de Nuevo León

This article is the product of an investigation whose objective was to generate a theoretical explanation of forms of network organization that contributes to the generation of public policies and describe the model of protection of human right of children and adolescents without parental care living in Social Assistance Centers (CAS) from 2006 to 2012. Also known as residential Child Care. The action-learning method (Reginal Revans) was applied with a qualitative approach, non-experimental design, under a transversal documentary-bibliographic level, interviews and field diary. After the documentary rewiw and the fieldwork, emerging typologies of organizational roles were found within a network for the protection of human rights of children without parental care, and in parallel the inventory of capacities and relationships generated by the actors involved in its construction. It is concluded that the networks of relations change over time, increasing and decreasing their social capital (relational), in the process of regulation of care homes in Nuevo Leon, was an institutional process of learning and change, which could be useful for others geographical areas, now that there is a regulation to regulate this type of institutions but at the national level, since 2015.How to reference this article:Lopez-Villarreal, L.
