The invention belongs to the technical field of hydrogenation catalysis, and particularly relates to a reforming feedstock prehydrogenation catalyst and a preparation method thereof. The catalyst comprises, by mass, 8%-27% of WO3 or MoO3, 0.01%-0.8% of CoO or Fe2O3, 1%-6% of NiO or CuO, 0.1%-5% of one or more of Na2O, K2O, MgO or CaO, 0.1%-3% of La2O3 or Ce2O3 and the balance Al2O3. According to the reforming feedstock prehydrogenation catalyst and the preparation method, a catalyst carrier is modified in the preparation process so that the catalyst carrier can have higher strength, a larger specific surface and a larger pore size, and catalyst active components can be more evenly distributed on the carrier. The process condition adaption capacity of the catalyst is high, and the catalyst has high hydrodesulfurization and denitrification activity. The preparation method is simple, the raw materials which are used are low in price and easy to obtain, and all the raw materials and products are sold on the market.
