It is shown, that adoption of 83-Federal law complements processed reforms in the sphere of health care, which resulted in increase of health care institution's operation effectiveness and in significant socially important achieved goals, primary which are decrease of morbidity and preventable mortality, increase of life duration, as well as increase of satisfactory level with service's quality in medical institutions.
