The method comprises: a user terminal transmits K predefined sequences on M transmission symbols in a transmission time interval to transmit B bits of uplink control information, where M is a positive integer, K is an integer and 1 ≤ K ≤ 2 B , B is an integer greater than or equal to 1, one of the K predefined sequences is transmitted on each transmission symbol of the M transmission symbols, and the predefined sequences have the length of N and are mapped on N subcarriers corresponding to the transmission symbols, wherein N = 2n, and n is a positive integer.
