Acessibilidade informacional na web: um estudo da acessibilidade nas instituições arquivísticas nacionais da Ibero-América

Archival institutions are an important source of information for citizens in exercising their rights, not only because they are responsible for the custody, preservation and dissemination of the archival heritage produced by the state, but also as a space for development for scientific, academic and cultural productions. The World Wide Web (WWW), through the websites, has become an essential and privileged resource for the dissemination of information and for the interaction between people and institutions. The archives, as social institutions, are responsible for the promotion, wide and democratic, of access to information under their custody to all users. Digital inclusion is a fundamental theme in the agenda of archival institutions, more precisely in the policies of access to information in their custody, in order to promote the democratization of the services provided by the institution, including the portion of the population with some functional diversity. But to what extent do the websites of archival institutions promote the accessibility of users who have certain functional diversities in accessing information in their custody? In this study, it is seeked to verify whether archival institutions adopt good practices on their websites, regarding the accessibility of people with functional diversity, in order to allow their inclusion in the services rendered, particularly the use of virtual platforms to access the information. This is a descriptive and quality-quantitative research, in which the automatic validator AccessMonitor, which follows the standard Web Content Accessibility Guidelines (WCAG) 2.0 of the World Wide Web Consortium (W3C), evaluates the accessibility conditions of the websites of the national archival institutions of the Ibero-American countries, members of the organization of Ibero-American States (OEI). It is intended that the adopted methodology, as well as the results obtained from the analysis of the already mentioned web pages, can contribute with the analysis and monitoring of the policies of access to information, especially regarding the accessibility of information available through the websites, by people with some functional diversity.
