Participação Virtual na Gestão Pública no Âmbito Municipal: Uma Análise dos Portais Eletrônicos das Capitais Brasileiras

This paper aims to identify, present and highlight as forms and possibilities of citizen participation in public management, at the municipal level, through the internet. The study is based on concepts related to Digital Democracy and participation in Public Management, as well as the concept of e- -participation, which points out as possibilities of direct political action of citizens in decision-making processes, generated by virtual participation opportunity. This research is based on the analysis of virtual documents presented in the electronic portals of the Municipalities surveyed. With this analysis, we seek to list as main tools and virtual spaces for which such participations occur in the capitals of the Brazilian states. In the conclusion, we want to analyze how forms such as tools and spaces created for prefectures have been made available, presenting the level of development and pointing out their needs for improvement to an increase of direct citizen participation.
