STAKEHOLDER ANALYSIS APPLIED TO PUBLIC TRANSPORT PROJECTS: The Recognition of Relevant Stakeholders and Respective Coalitions

Public policies of transport emerge by being of extreme importance in nearly all aspects of the life of a community and a relevant factor for the economy. However, its feasibility is not conditioned only to technical aspects of engineering or of economic viability. There are other components that interfere in the decision making process. The failure to implement technically and economically feasible transport projects can often be attributed to the lack of knowledge of these components which are external to the engineering environment. One of these aspects is the arena of disputes, of negotiations and of the unequal distribution of bargaining power among the stakeholders and their interest groups. This work aims to present a method to identify the attributes of stakeholders which are relevant in their effort to build up coalitions that are strong enough to enter in negotiation with the decision making agent. The preliminary research results have shown that results of the method is quite prospective.
