A Transparência dos Portais Municipais sob a Perspectiva da Legislação Brasileira: o caso de prefeituras em Santa Catarina.

This article is in the context of public administration, aiming to assess the transparency level of the city portals that are part of the Department of Regional Development - SDR - Chapeco, in the State of Santa Catarina / Brazil. With an exploratory and descriptive approach, uses a qualitative and quantitative approach to treat the problem. The qualitative approach is presented at the time of the consultations with the portals of the municipalities analyzed, in order to verify the degree of compliance with the law, as available information. The quantitative approach is presented in the measurement of the level of transparency of each municipal portals analyzed by Multicriteria Methodology for Decision Support Constructivist - MCDA-C, instrument of intervention used in the study. The results showed overall framework, low level of transparency in the portals of the municipalities analyzed. The positive highlight takes place in Nova Erechim, which has the highest level of transparency, on the other hand, is presented as negative highlight the city of Aguas Frias, with the worst overall rating. Based on the analysis model was able to identify the criteria on which the municipal portals showed a low level of transparency, with a differential of this study the generation of opportunities for improving the transparency portal.
