Since, in conventional cooperation control of regeneration brake and air brake, response delay of the air brake was compensated by adding a prescribed amount of correction to the actual regeneration brake force, the control was not able to deal with response delays of the air brake, which was different each time in accordance with external conditions such as the vehicle state or temperature, and the total force of the regeneration brake and air brake forces did not match the necessary brake force. The total force of the brake forces can be made to match the necessary brake force, by providing a means for estimating regeneration brake force that can be outputted to a brake control apparatus of a vehicle, determining a command value for the air brake from an estimated regeneration brake force and the necessary brake force, and determining a command value for the regeneration brake from the necessary brake force and the actually activated air brake force. Further, adjustment of the amount of correction at the actual vehicle will become unnecessary.
