Under revival of the process of globalization on the level of the CiS, and Russia’s entry into the WTO decision is required tasks of integration and on the interregional level. Updated and exacerbated the problem of competitiveness of agricultural enterprises and agriculture in the subjects of the Russian Federation on the food market. Solution of this problem may be the development of cooperation and agro-industrial regional integration, provided optimal price equivalents between structural components in associations. The article considers the theoretical aspects of creation and functioning of the territorial cluster — one of the most perfect associations, the formation of which requires not only compliance with the known principles and corresponding infrastructural conditions. Describes the tasks of the preparatory nature of the implementation process of the transition of poultry farms on territorial cluster, among which lists the legal, organizational, managerial, financial, technical, and socio-economic conditions. Considered the integration formation (interfax) cooperative type as a structure of the transition period. Presents economic-mathematical model of formalizing the rational size of the interfax in the form of the objective function and system limitations. Experience in transition of the enterprises of agro industrial complex for integration formation testifies not only about successful outcomes, but also about the failed experiments. Therefore, among the reasons for this circumstance is considered the problem of state regulation of the food market, including its domestic and foreign experience. As a mechanism for helping the unions and government agencies to reduce the monopolization of the market for food offered to pay more attention to solving problems of the optimization of import deliveries to Russia of food, which in turn requires improvement of the legal framework, access to the most reliable information on the situation of the food market in General and about the economic performance of organizations in the industry, and, finally, the definition of “equilibrium points” between the level of government intervention in the food market and its regulation. Therefore, the functioning of the creative unions, associations and cooperatives second and third spheres of agroindustrial complex can be represented as a transition period between these two levels of regulation.
